The Deen Dayal Upadhyay Gramin Kaushalya Yojana, erstwhile Aajeevika Skill Development Programme (ASDP) is the skill and placement initiative of the Ministry of Rural Development, Government of India (MoRD).
In rural areas there are limited job opportunities in organised sector. Thus the rural occupational aspirations of the youth in these areas remain unfulfilled leading to unemployment and its inherent hazards. A need was therefore felt to set up a
programme wherein a systemised evaluation of skill gap analyses coupled with an employment linked skill development programme for the rural poor youth be developed. This led to the development of Special Project under the Swarnajayanti Gram Swarojgar Yojana (SGSY-SP). The programme¡¯s focus was on skilling and placement in the organised sector for rural youth who are poor.
The experience gained by this programme and the inherent issues that cropped up led to an improved programme named Aajeevika Skill Development Programme (ASDP). Further improvement in the ASDP resulted in development of Deen Dayal Upadhyay Gramin Kaushalya Yojana (DDUGKY) (erstwhile ASDP).
Besides helping to reduce poverty, it rides on the hopes and aspirations for a better quality of life in large sections of the rural poor. This has greater significance in the current context, where 430 million people in our country are in the age group 15-34 and constitute 35% of the population (Census 2011). This age group is projected to increase to 464 million by 2021. This can result in a ¡°demographic dividend¡± for India if the capabilities of the youth are also developed.
Government of India initiated steps for a coordinated action on skill development in 2008 by putting in place a governance structure for implementation of skill initiatives at highest level. ABOUT MARKAZUL MA'ARIF
Formed in 1983, MARKAZUL MA’ARIF is A Voluntary Social Welfare Non-Governmental Organization registered under Societies Registration Act, 1860 and working with poor rural and urban youth in the states of Assam. MARKAZUL MA’ARIF’s goals are to build and maintain traditional skills, expand employment and generate income and develop marketable and employable skills in rural and urban areas and all such programmes which help in challenging poverty.
